Size 0-15 is mid rise and 14w-24w is high rise so measure your crotch upward around the tummy to where the top of the waistband will hit. .  Ash is a 16/17 wearing the 15 in these for a fitted waist and can wear the 14w for a softer waist with a higher rise.
